The velodrome at Aguadilla is a 250 metre Peter Junek track built for the Central American and Caribbean Games (July 17 to Aug. 1). Puerto Rico, because it is U.S. territory, was a very controversial choice for the Games and, as many people expected, the Cubans have been effectively excluded.
There was a late start to building the track. Haitian relief efforts have played havoc with shipping schedules in the Caribbean and it was very difficult to get the track components to Puerto Rico. Once track construction began, there was the rainy season to contend with. The track was officially completed June 10th
